What Is The Homestar Plan?
If the government passes Homestar into law, it will mean rebates will be available for Replacement Windows and doors. The Homestar Plan is also known as Cash for Caulkers. President Obama is trying to create jobs by encouraging American families to invest in energy saving home improvements like replacement windows and doors.
How Much Money Is In The Homestar Plan?
Earlier this month the plan was said to carry a $6 billion dollar price tag. The Homestar Plan includes Silver Star rebates up to $1,500 for doing home improvements such as Replacement Windows and doors or a maximum of $3,000 per home for a combination of energy saving home improvements.
Is there Financing for Home Improvements Under The Homestar Plan?
The White House plan calls for support to State governments to provide financing for consumers looking to make energy efficient home improvements like Replacement Windows.
How Does The Homestar Plan Create Jobs?
President Obama in his speech when announcing the Homestar Plan said, "here's one of the best things about energy efficiency", "It turns out that energy-efficient windows or insulation, those things are products that are almost exclusively manufactured right here in the United States of America".
How Will We Pay For The Homestar Plan?
President Obama went on to say when discussing the cost of the Homestar Program, "just like a responsible homeowner will invest in their homes in the near term to fortify their economic security in the long term, we've got to do the same as a country. It will have some costs on the front end-you buy a new boiler, or you get some insulation, or you get some new windows, that's going to have an initial cost, and the same is true from a government perspective. And it’s going to be politically difficult to do some of this, but it’s what’s right to plan for our future."

Since the end of September I’ve been Blogging about Rebates for replacing your old drafty windows with new energy efficient Replacement Windows from Western Construction.

Project ReEnergize was funded with $3 million and was rolled out on October 1, 2009. The program was a huge success. In fact the money was gone within 21 days. The program’s objective was to create jobs in the building industry and to save energy in older homes. As of today, over $2.5 million in rebates have been committed to Minnesota homeowners, over 8,500 windows have been sold and remodelers are performing work on over 1,164 homes across the state. There has also been an equitable geographic distribution of the rebates. 47% have gone to homeowners in the 7 country metro area and 53% have been distributed to homeowners in greater MN.
Project ReEnergize may be over but now Western Construction, Inc. has access to another new program for Minnesota replacement windows.
The program is new and the full details will be available in December.
What we do know at this time is, it’s a rebate program worth up to 35% of qualifying purchases up to $10,000.00.

It took less than 21 days for Project ReEnergize to allocate a total of $2,224,825.00.
To my MN Replacement Window customers who were lucky enough to get rebates of up to $2,500.00 per household I say Congratulations. To my customers still waiting I say don’t give up hope.
Friday October 30, 2009 the Minnesota Legislature will hold a public hearing on Project ReEnergize at 10:00 am in room 200 of the State Office Building in Saint Paul. If anyone is interested in testifying about how the program has benefited you, please let me know, I would love to have you attend the hearing and share your good news story. Our objective is to convince the Minnesota legislature this has been a good use of their money
The Minnesota Department of Commerce will authorize additional packets when and if funds are available.

Want to find out how to receive Free Money for Minnesota Home Improvements?
